[governance] Reviving IGC: Merging Bestbits in, IGF Day zero event and other subjects

I will not apologise for the incompetence shown by the coordinators.
The Charter clearly states that revisions made can only be voted on by
those that participate in last held elections.
Arsene no longer is coordinator and this term ended last January by virtue
of Charter.

Get on with the elections!
