There is some confusion.
Scrutineers are what we call poll watchers and election observers. The
elections is administered by the coordinator with the assistance of a Team
or person. The scrutineers exist to make sure there is integrity in the
process and counting.

The NomCom makes singular determinations and the Appeals Team, reviews
appeals against coordinator's or coordinators' decision.

The last sitting NomCom needs to be recalled to make the determination.
