[governance] IGF will take place in Paris in 2018

I just find it stunning that we are almost in June - and the venue of 
the IGF this year, seemingly, hasn’t been chosen and the MAG seems out 
of the loop. That for me, sends a signal that for all its hype, the IGF 
is declining in importance and relevance …
