[governance] No IGF hosting of day 0 events

At today's MAG meeting it was announced that unfortunately there will be
no IGF hosting of Day 0 events at the IGF this year, because it falls on
Armistice Day, although UNESCO will be holding an event on AI and there
will also be a high-level event. There means however that the
traditional Day 0 events such as GIGANET will have to make their own
arrangements, at their own expense, if they want to meet on Day 0.

Sorry for this further disappointing news.
