Are there two sides, two groups really? There have been been differences,
as naturally occur, perhaps one or two vocal discussions with noticeable
differences, but why see two sides ? If BB folds into IGC, IGC may not be
one one 'side', but be an Umbrella for multiple civil society participants
to bring multiple views to the same table so as to find common positions
wherever and whenever possible, to be taken to larger fora as Civil Society
position on various IG issues.
