[governance] IMPORTANT : Merging IGC with Best Bits

Thanks Nadia and Arsene
Riding on Nadir's proposition I think we may call for vote on this, stating
clearly the purpose and thereafter the joint committee of not more than 5
can be set up and we progress from there.
