[governance] IGF Workshops submitted and approved on pre-screening

Hi

These are just the workshops submitted and that were approved on
pre-screening by Secretariat (filled the form correctly, among other
things)
To be finally approved, there is the evaluation of MAG members and a
final announcement will come out w/ a list soon
