[governance] Joint CS meeting pre IGF 2017

Hello Arsene and thank you for this great suggestion.

I think, in my humble opinion, that we should first look at the platform.
We need to assess our strengths and weaknesses; Explore the ins and outs of
the actions we have undertaken or are undertaking.
My main theme is "Caucus review of Internet governance". It will be
possible to organize sessions around this central theme.

It will be a very good opportunity because it will take place at the IGF
2017 in Geneva just at the end of the year.
