We must humbly recognize that we are very very far from the digital inclusiveness we are claming...
If I take the example of the WSIS +10 Review, the text that came to us from the United Nations was exlusively in english while it is supposed to engage the future of Arabs, Afar, Bamileke, Chinese, Serer, Fulani, Pashtun,
We must recognize that it is a collective failure.

Nous devons reconnaitre que nous sommes très très loin de l'inclusion numérique que nous prônons...
Si je prends l'exemple de la revue de SMSI+10, le texte qui nous est venu des Nations Unies était exclusivement en anglais, alors qu'il est censé engager l'avenir des arabes afars chinois, Sèrèr, bamiléké, des peuls, des pashtounes....
Nous devons reconnaitre que c'est un échec collectif.
Parmi les solutions, je propose d'essayer ce système pour commencer...

I still fail to see the point of that because I regret that I only know enough Spanish to order my dinner and call a taxi.
The finer points that are sought to be made are just as much lost to me as is for example a historical novel by arturo perez reverte (who I read in translation but that, my Spanish speaking friends assure me, is no substitute for the original)

Yes, that is why it is suggested to to provide translation into a common language (by themselves), which may be English as most of bilingual understands.

Yes, but if you were to write in Urdu or Pashto, I were to write in Tamil, and others wrote in French, Spanish, Cantonese, Mandarin, [etc] we’d keep the whole staff of the UN agencies’ simultaneous translation departments busy just handling traffic on our mailing list

It has been discussed some time earlier (few years ago) that some one (form the caucus) will serve the role as an ambassador for translation of non-English statements.
We may use native languages for the those fellows who understand it, but for others we need some common language and no problem with English. So, if any one is writing in non-English Language, it is better to provide its English Translation making the conservation complete.
