Yes, that is why it is suggested to to provide translation into a common language (by themselves), which may be English as most of bilingual understands.

Yes, but if you were to write in Urdu or Pashto, I were to write in Tamil, and others wrote in French, Spanish, Cantonese, Mandarin, [etc] we’d keep the whole staff of the UN agencies’ simultaneous translation departments busy just handling traffic on our mailing list

It has been discussed some time earlier (few years ago) that some one (form the caucus) will serve the role as an ambassador for translation of non-English statements.  We may use native languages for the those fellows who understand it, but for others we need some common language and no problem with English. So, if any one is writing in non-English Language, it is better to provide its English Translation making the conservation complete.
