[governance] IGC endorsements for MAG 2016 CS reps

Dear Parminder,

IGC has open a discussion among its members to set a list to send th CSCG
that will yes endorse its final CS candidates. Our task as IGC members is
to discuss and decise by consensus what names would be in such list.

I will send to all members by the end of this day the profile of the
candidates that we have in that list (so far, 4). I invite you to
participate !!
