[governance] National & Regional IGF initiatives section updated on Wikipedia

Dear Robert,
You may hear soon directly from the CTU - Bernadette Lewis is the Secretary
General, Nigel Cassimire is the person who acts for her in her absence.
The Caribbean IGF is their prerogative, the result of their persistent hard
work. They work miracles with a tiny budget and a tiny staff.
I shoved my oar in (I've done it in IGF plenaries as well) because we in
the Caribbean are very proud of them and what they have achieved.
This conversation should now be taken offlist. :-)
