[governance] National & Regional IGF initiatives section updated on Wikipedia

Deirdre,

Added entry for the Caribbean Internet Governance Forum (CIGF). Though 
it is a link to an event listing and not the website for ongoing IGF 
related activities in the Caribbean region.

Please do recommend to me who would be best for me to speak to . I see 
Nigel and Bernadette are cc’d . Do I suggest I follow-up with them 
and/or others at the Caribbean Telecommunications Union (CTU)
