Dear Robert,
Going through the Wikipedia article I notice what seems to me to be an
omission of importance to many of us - important because it demonstrates
the possibility that being small, from the South and relatively poor does
not necessarily mean that one cannot lead.

In January 2005 in responding to the work of the World Summit on the
Information Society (WSIS), the Caribbean Community (CARICOM) Secretariat
requested the assistance of the CTU in developing regional policies for
Internet governance. The CTU adopted a multistakeholder approach to the
task and convened the first Caribbean Internet Governance Forum (CIGF) in
September 2005 in Georgetown, Guyana. This was historic in that the
Caribbean became the first region in the world to convene an Internet
Governance Forum. Since that time, the CIGF has been convened annually to
enable the CTU to coordinate the development and evolution of this Policy
Framework which was first issued in January 2009.

Last September the 11th Caribbean IGF was held in Port of Spain, Trinidad.
