[governance] Can you help please?

Some time ago I was part of a discussion about the importance of
remembering electricity when discussing the internet and the use of smart
phones. Someone from Kenya told me that they get past the electricity
problem by using small solar chargers. I've been trying to find that
conversation because I just listened to a presentation at this year's IGF
which described electricity as being a problem for them too.
