[governance] New IGC Rep on CSCG

Dear colleagues,

Hope this finds you well. This is a short announcement but expect much more
details from me in the following hours or so.

The CSCG is going under review and there is an agreement that each
coalition member should have 2 reps on it. For the past few months, it was
me representing you there.

We will be making a call for nomination for a new IGC person willing to
join me onboard as the second representative. Note this process needs to
start and end before Sept 1st.

I am writing so that you can start thinking at this before we (Analia and
I) send the call in the next two days or so.
