If this happens to be more elaborated with much details, i fear more confusion on interpretation to happen. 
I think having it in bullet points helps everyone to think accordingly based on their own culture and to apply it as requested.
The ICANN community can use this as well since it can be applied in most conferences

What IGF has drafted is decent - but needs to be backed with an enforcement mechanism per point 3 above.
