[governance] IGF Code of Conduct

Most conferences have

1. A minimalist and flexible code of conduct that mentions the key words - no harassment, mutual respect etc 
2. Reserve the organizers the right to turf people out of the event for violations of this code
3. Community backing for the organizers in their enforcement - with elected boards, this comes under the board’s oversight - or the oversight of a specific committee delegated by the board

What IGF has drafted is decent - but needs to be backed with an enforcement mechanism per point 3 above.
