[governance] Legal Status of National IGFs

Dear Arsene,

Just like in Mwendwa, Judith, Paul and other people, in Uganda the national
IGF is an event that is organised under ISOC Uganda. On most occasions, the
Chapter partners with other organisations and government agencies like the
Ministry of ICT, the National IT Authority and others. That way, the
national IGF does not have to be registered or have legal status.
