I would add that this phenomenon is not at all limited to "pure
intergovernmental discussions":
In the absence of a strong and broad desire by most of the participants
in any kind of political process to reach a consensus, only half-baked
non-solutions will be arrived at, and the situation continues that some
of the problems which need solving are not in any way addressed
effectively.
