[governance] Call for Proposals on Internet Policy

The Center for Global Communication Studies is pleased to announce a call
for
proposals for its Internet Policy Observatory to organizations and
individuals
conducting research on the conditions, processes, and stakeholders that
drive
the development of internet policies at the national, regional, and
international level. This call is particularly relevant to organizations and
individuals interested in what countries do to influence the global
internet,
what we are calling the 'foreign policies of the internet.' Particular
attention will be paid to proposals that look beyond the policies and
narratives of European and North American actors to examine how 'emerging'
actors and countries are influencing the debate.

The thematic focus of the proposals may include, but is not limited to, one
of
the general areas:

*Who and what are the conditions, processes, and stakeholders that are
influencing the development of the internet nationally, regionally, and
globally?
*How are countries and other strategic global players using the internet to
reach foreign policy objectives?
*The effects of Snowden and the NSA revelations on the creation of internet
policies and narratives about the internet in national/regional/and
international contexts
*An analysis of ‘multistakeholder’ internet governance fora and the
stakeholders involved in the global internet governance debate
*How normative frameworks and narratives about the internet are “exported”
from one country or region to others
*Cross-national or national surveys of internet users’ perceptions of key
aspects of internet policy including trust, security, and censorship.
*The negotiation between public and private governance online.

Applications will be accepted on a rolling basis until June 6, 2014.
