why mention ICANN?  NTIA is starting a process to transition the IANA functions to the global multistakeholder community.  WOuld be good to see that in the 1st paragraph.

"internationally appropriate and neutral judicial framework"    Judicial?  And calling for an "institution"?  (arrangement).
