Which sarcastic thought experiment would reduce the "burden" of control.
Seat at the table decision making tends to happen only when a prominent expert AND activist (the terms may be mutually exclusive as we see a lot here and elsewhere) gets made a minister, or as is more usual, is apppointed by the government as an implementing consultant, head of a commission etc.
