This is exactly what the Civil Society Coordination Group was formed for last year.  Besides all the usual suspects (including IGC), it was explicitly designed to be broad enough to include other civil society networks (including representatives who would NEVER join the IGC - CIVICUS agreed to join, for example).  Due to the excitement over NETmundial, further development of the Coordination Group has taken a back seat, but it really does deserve attention again.  There was a survey about this earlier in the year (see http://lists.igcaucus.org/arc/governance/2014-02/msg00214.html), and Ian Peter who chaired the group had posted about it most recently on 26 March (http://lists.igcaucus.org/arc/governance/2014-03/msg00514.html).

It's quite important, so I suggest rather than trying to get the IGC to fill a role for which is not suited, we look back at where the Coordination Group was at, and get it into shape for the next time it's needed.
