I think that if none of the US intelligence agencies are working to
influence international civil society with a goal of preventing any
effective action against mass surveillance, they're not doing the job
that they get paid for.

Figuring out what kinds of actions might get undertaken with that goal
is probably best left as an exercise to the reader. :-)
