[governance] Quick update on WGEC meeting day 1

Avri's quick summary likely understates the level of disconnect by 
some governments with multistakeholder principles (at least from the 
portion of session I listened in on), as well as her own admirable 
efforts to still seek common ground and make progress despite these 
obstacles...  :-)
