Yes, absolutely.

The key to getting things moving forward initially will be to find a few
countries where great support for this kind of idea can be achieved,
while the resistance might be not as great as elsewhere -- so that the
support will be stronger than the resistance. When it is then seen in
other countries that the countries benefit economically which seriously
work towards being as internationally trustworthy as possible, support
there will also grow and resistance diminish.
