Interesting news item here, that China has more internet monitors than 
active duty soldiers:

   Indicates the new major axis of power and control, more than even the 
ability to exercise physical coercive power. Earlier the state was 
defined by its monopoly control over exercising of (legitimate) coercive 
power.... Maybe, now increasingly it would be more about the extent of 
informational power (legitimate or not). Such structural changes to  the 
state-citizen relationship needs better understanding and 'structural' 
remedial measures - not just a protest against a bad law here and 
excessive action there.

Going to the global level, US understood it well when they said they 
seek full "information dominance" and actually said, something to the 
effect that, that ability of being a super power  in the new age greatly 
depends on an entity's power to use and break cryptographic tools...
