Hmm.. I'd suggest that it will probably be an important step to find out
who specifically will be in charge on the Brazilian government's side of
the preparations for this event.

We should then communicate to that person.

In fact we could begin to draft content for such a letter from the IGC
before we know who the specific addressee is going to be.
