And what sort of Government funding? Ministry? Regulator? Government funded 
NGO (quango / gongo)? Multistakeholder group that includes government 
stakeholders?

And as mctim asks, why specifically the usa instead of, say, Germany, or 
Burkina Faso for that matter?
