So those years of debate about enhanced cooperation => “oversight” of CIR organizations were just a dream?

Wasn’t the CIRP supposed to be all about operationalizing enhanced cooperation?   Didn’t the proposal say, "The CIRP shall be mandated to undertake the following tasks...Develop and establish international public policies with a view to ensuring coordination and coherence in cross-cutting Internet-related global issues; Coordinate and oversee the bodies responsible for technical and operational functioning of the Internet, including global standards setting…”

Evolution is good, revisionism is not.
