How is a global / multilateral tax treaty an internet governance issue,
just becuase it involves transfer over the internet?
Remember, the exact same tax laws are used by manufacturing companies that
locate plants in mexico and china, accounting departments in ireland or the
bahamas etc.
This is absolutely not specific to the internet, or to its governance.
I agree it is a significant issue, but this is completely unrelated to
internet governance.
