A good suggestion in principle, but as a practical matter, it helps immensely to have a solid starting point that can be the basis for critique.  With multiple separate documents, there is less of a clear path forward and likely to be too little time to deal with them adequately.  Having said that, in my view without explicitly calling for alternative documents, there is nothing in the proposal that would prevent a person who comments on the text from putting a separate document forward (say, by way of a link), which would then have to be reflected in the background paper.  If that doesn't address your point adequately, maybe you could suggest an amendment to the proposal that would.
