One needs to be careful about the single vision, that participation or
inclusion is always good. The issue must be qualitative - sometimes
exclusion is a kinder option! This is not to say that it is idiotic
(classical definition> one who does not participate in the democratic
process), but that in and of itself non-participation is a political act.
