I had written:

I'd like to hereby declare a 13.00 Geneva time on Thu 21 deadline by
which any disagreement related to this proposal should be raised. (By
the way, even though that is about 48 hours from now, it is not the 48
hours framework given in the Charter for the rough consensus process. A
rough consensus process is allowed by our Charter only if a consensus
process has been attempted and it was unsuccessful.)
