At least at UNESCO in Paris, it was possible to address this issue while
avoiding a major construction undertaking:

At the WSIS+10 review meeting in Paris, some of the conference
rooms had electric power built into the desks, while in other conference
rooms, access to electricity was provided by means of power strips that
were distributed throughout the room.
