[governance] Re: {S} International civil society letter to Congress to follow up from HRC statement

I think that we should work towards developing a statement from the IGC on this issue. In the meantime, we should endorse the statement developed by Best Bits and if there is lack of consensus, individuals are free to add their names.

The issue is too important to let it slide without making a statement.
