I'm very much in favor of (at least trying to, as best as
we can) even-handedly criticizing all governments who that are acting
truly outrageously in this.

The US government seems to be doing it on a totally unprecedented and
global scale - it is certainly justified to mention that aspect
specially and in particular detail. But there are quite a few
governments who are at least trying to do the essentially the same thing
to their (domestic) critics, which isn't any better. Violating the
human right to communications privacy is a human rights violation no
matter where it happens and no matter whose communications privacy is
violated.
