[governance] The Same happens in Peru

The same happens in Peru, ISOC only exists for five individuals who  
have appropriate and not summon renewal charges. They are aware of  
this?, Gentlemen. Managers of ISOC, there can be individuals who take  
ownership of Organizations. Enough.
