I believe (having seen similar host country agreements, for major ITU 
events) this is the transportation and accommodation costs of the UN 
personnel who are necessary to run the meeting. Plus hiring of some of 
the equipment like photocopiers and booths for the translators, and 
providing space on-site for all of this to be located.
