[From the article] With an aim to protect information and build
capabilities to prevent cyberattacks, the government released the National
Cyber Security Policy 2013 to safeguard both physical and business assets
of the country.

IMHO this is quite late - but at least it's there. The clauses of the
policy are the usual "subject to further improvement" though it's a step in
some direction (as against the policy paralysis that's been going on the
past year).
