Well in principle I suppose the rules associated with the coordinator
position can be changed at any time, by means of a charter amendment,
if ten "voting members" propose such an amendment and it is then
approved with a 2/3 majority.

But seriously - abstaining from any policy debate for two years???

I can't imagine any competent civil society person being willing to
agree to that!
