[governance] Fwd: Unlocking Your Phone Is Illegal Starting Tomorrow

I am on the impression that once you are done with your contract with a
telecom, say for 2 years with AT&T, you can call their tech support and
have your phone unlocked. You have paid for that phone and without a
contract they can unlock that for you. Another contract means you can
upgrade. I've done it so I would think that the issue lies on the premise
that if you are locked into a contract, unlocking your phone is not
allowed. Once you are through with your contract, I would assume that your
phone is paid for and technically yours.
