[governance] 2013 Preparations for MAG

I agree with this. The list is only 8 months old. And those who were
selected from the list we proposed merit a bit more time.
Would like to see the criteria those who accepted the caucus'
nomination agreed to, and re-commitment of all to those criteria
before their names are sent again. None has been particularly good at
communicating to the caucus.
