[governance] Note on Composition and Guidelines for the CSTD working group on enhanced cooperation

Apologies if this has already been posted here and I missed it, but
Miguel Palomino de la Gala, Chair of the CSTD, has recently released a
Note on Composition and Guidelines for the CSTD working group on
enhanced cooperation, which is available here:

Anriette of APC has been nominated as the focal point for civil
society.  So I suppose that our nomcom will have to communicate its
recommendations through her.  Anriette is of course a suitable choice,
but the fact that the IGC was not chosen as the focal point could also
be considered to be a bit of a slight on us.  Oh well.

The deadline for nominations is 8 March 2013 - which fits in nicely with
our own nomcom's timetable - with the final composition to be announced
between 11-15 March.  The first meeting of the Working Group is to be
held in April-May, and a second on 30-31 May.

Meanwhile, I have published an article with my thoughts in Digital News
