That's what I've been thinking, with just a very slight difference of
emphasis in that I wanted to emphasize that creating such Language
Community Caucuses is something that would always be in the hands of
people of that particular language community. That's why I wrote: "If
this works well, maybe it'll set a good example that could be followed
by other language groups.
