[governance] Part A Re: [] caucus contribution, consultation and MAG meeting

Hi, when this thread began I suggested most of the main sessions
weren't working (CIR is, to the extent that there was a full room,
engagement for 3 hours and people left with a buzz [anecdote]) and
tried to suggest new formats as a way forward.
