You are right, ISO has "liaison" or cooperation agreements with nearly
all of the UN agencies, but is not one of the 16. ICANN is listed as one
of the organizations in cooperation with ISO.
It is composed of countries' standards organizations, which are not
necessarily government agencies. Anyway, adopting the ISO CCs was a
standard procedure, nothing more than that :)
