[governance] Web payments

I went to read the article.  I really like that the PaySwarm guys have delved deeper into payment options and have 
taken the time to look at the "open web" functionalities.

However

I live in Africa and I travel  round the continent. And my simple observation is that the same who do not have bank accounts are the same who do not :
1. Have access to the Internet
2. Have good mobile phone coverage (for some countries)
3. Have reliable electricity
4. Have high level of literacy.

So  I am not sure I can agree with the line that says 
"The promise of Web payments is about more than just an exciting future, it is about a more egalitarian one."
