[governance] Bangladesh Govt blocks YouTube

While the video was uploaded back in July, it seems that the Arabic
translation/dubbing caused all this mess. And while this is not the first
time our Prophet Mohammad has been insulted this way, this is the first
time it is happening after the Arab spring.
